23 an hour This position will actively participate in the procuring of an employee benefits package for all Center employees, ensuring that all eligible employees are appropriately enrolled in the desired programs, and that vendor invoices accurately reflect staff enrollment and rates for coverage.
Responsibilities include serving as liaison to the Center's insurance agent/broker to obtain the best benefit coverage at reasonable costs for both the workforce and the Center.
Enrolls new hires and any current employee into retirement plan as requested.
Monitors reports on a frequent basis and creates reports as requested.
Also serves as liaison between the Center and representatives of the various benefit carriers/vendors, and assists staff with resolution of claims issues.
Processes and reconcile monthly billings and prepares check requests of administrative fees/premiums for all group plans.
Schedules local meetings for Open Enrollment and coordinates participation of staff and benefit representatives; develops individualized enrollment packets for all eligible employees; processes all new enrollment and change documents to effect accurate enrollments for all eligible employees for the new plan year; processes all change documents for qualifying events during the plan year; and audits all vendor invoices to ensure accuracy of billings and enrollment data.
Also assists Payroll Department each pay period to ensure that all payroll deductions are accurate, and assists the Accounting Department to ensure that all pre-paid benefit accounts are maintained accurately.
Position also conducts required background screenings of all applications for contract provider status; conducts NEO training of employee benefits and assists new employees with the enrollment process.
Reports workers compensation claims and maintains files.
Asist with audits and surveys as requested.
Completes ACA upload in HRIS system.
The HR Specialist works under general supervision with wide latitude for independent judgement.
Knowledge, Skills & Abilities:
Must have knowledge of the principles and practices of human resources management , benefits administration, as well as FMLA, worker's comp and disability programs.
Must also be knowledgeable of federal and state laws and regulations governing personnel activities.
Must be able to explain policies and procedures to staff, to maintain confidential and sensitive information, and to establish and maintain effective working relationships with a large and diverse workforce, applicants and the general public.
Strong interpersonal skills and the ability to communicate effectively verbally and in writing are essential.
Education and Experience Requirements:
Bachelor's degree from an accredited university or college with a major in human resources management, organizational development, public administration, or related field.
Equivalent relevant experience may substitute education requirement.
Five years of work experience performing HR functions with emphasis in benefits administration.
Proficient computer skills to include MS Word, Excel, and Outlook.
Must have a valid Texas driver's license and acceptable driving record, as well as personal automobile liability insurance as required by the state of Texas.
PHR certification and bilingual skills (English/Spanish) preferred.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
